House Speaker Glenn Richardson (R-Hiram) today unveiled a proposal to eliminate property taxes on cars and put caps on the revenue growth of local governments. The proposal is another scaled down version of his sweeping tax plan, which originally sought to wipe out all property taxes collected by local governments and school boards across the state. Richardson's revised proposal would eliminate ad valorem taxes on cars, trucks and motorcycles. It would also cap the increase in assessments on a residential property at 2 percent a year, commercial and institutional property at 3 percent.
